The Global Supply Management (GSM) Function is recognized as a critical function for business success. It delivers the training, tools and opportunities needed to create innovative solutions for the function & the corporation. Role Purpose:
The Manager, Strategic Sourcing, Facility will drive strategic procurement initiatives for facility related capital projects in North America, with occasional global support. The role focuses on managing complex construction and services contracts to ensure cost efficiency, supplier alignment, and project success, supporting Corning’s annual capital budget of $1.5-$2 billion.
Key Responsibilities:
• Strategically source capital services and construction.
• Manage a portfolio of capital contracts within the facility capital category.
• Facilitate contract negotiations, draft, and negotiate contracts with suppliers.
• Evaluate bids and proposals against project specific decision analysis criteria.
• Responsible for $200-300M of annual spend. Projects will range from medium to high complexity.
• Manage internal stakeholder requests and exceed customer expectations.
• Facilitate discussions between internal project teams and suppliers.
• Manage supplier relationships for strategic capital suppliers.
• Support the further development of category strategies.
• Negotiate lower costs for the procurement of capital construction and services.
• Deliver on Global Supply Management (GSM) strategies & initiatives.
• Interface with multiple functions across the organization including corporate finance and legal.
Required Qualifications:
Min. of 8 years’ experience in capital procurement, construction management and/or related field, preferably for projects exceeding $1 million.
Bachelor’s degree in Technology, Finance, Supply Chain, and/or related field.
Desired:
• CPSM or C.P.M. Certification (preferred but not required)
• PMP Certification (preferred but not required)
• Project Procurement Management, including planning and strategy development.
• Experience with developing Work Breakdown Structures.
• Leading Pre-bid and Post Award reviews and Decision Analysis.
• Contracts & Contract Administration: Knowledge of various contract types (firm fixed price, lump sum, GMP, turnkey, etc.).
• Extensive experience in Contract Management, including planning, tendering, statements of work, project plans, scope, risk, procurement, quality, schedule, cost, and safety management.
• Leadership, Teamwork, Communication & Ethics: Leading Capital Projects and Program Teams, understanding business objectives, and fostering open communication and cooperation.
• Technical Knowledge: Understanding different Statements of Work and Supplier Cost Structures, and the ability to analyze and interpret supplier costs.

The range for this position is $96,534.00 - $132,734.00 assuming full time status. Starting pay for the successful applicant is dependent on a variety of job-related factors, including but not limited to geographic location, market demands, experience, training, and education.
