The Global Supply Management (GSM) Function is recognized as a critical function for business success.  It delivers the training, tools and opportunities needed to create innovative solutions for the function & the corporation.  GSM has leading edge, effective processes to anticipate and exceed customer requirements.

The Strategic Sourcing Manager will be responsible for managing a project portfolio which may include Expansion of Business (EOB), Maintenance of Business (MOB) and Development type projects.  Personal and Business Objectives include identifying and driving Capital Cost Reduction and Capital Project Performance efficiency through adoption of the Capital Project Management Best Practices. This position reports to the Capital Team Director.

 

Requirements

  • Bachelor’s degree in engineering, Technology or Supply Chain
  • Minimum of 7 years’ experience in Capital Sourcing and Contract Administration
  • Project Procurement Management

Planning & Strategy Development

  • Experience developing Strategic Sourcing Plans for large capital-intensive projects
  • Thorough understanding of the Total Cost of Ownership (TCO) model including cost of acquisition, use/administration, maintenance, transaction processing, and disposal of a given item or service.
  • Experience with developing Work Breakdown Structures including the ability to sub-divide the major project deliverables obtained from the contract documents, scope of work and historical contract data into smaller more manageable work packages.
  • Understands the importance and value of ensuring well-developed statements of work
  • Knowledge and experience with funding stage gate processes.
  • Experience and advanced skills in risk identification and risk management plan development

Bid & Tender Process

  • Experience in developing RFP and RFQ’s for capital equipment, services and facilities.
  • Experience developing and leading Pre-bid and Post Award reviews and Decision Analysis.

Contracts & Contract Administration

  • Strong understanding and experience with Contract Language, Business Law and the Uniform Commercial Code
  • Knowledge, experience and understanding of firm fixed price, lump sum, GMP, turnkey, cost plus fixed fee, time & material, unit price and shared savings contracts.
  • Knowledge, experience and understanding of Facilities Engineering, Design and Construction contracts including FEED, FEL 1-2-3, EPC (Turnkey/Lump Sum), EPCM (services only), Self-Perform, General Contractor and Integrated Project Delivery (IPD).
  • Ability to define the detailed performance schedule including ensuring that there is sufficient detail for the contract administrator to identify critical milestones to be able to track the performance of those milestones.
  • Responsible for Contract Administration including:
      • Ensuring scope is being delivered as agreed and to the required level of performance and quality
      • Conditions of the contract are being met by both parties
      • Relationship between the parties is open and constructive
  • Extensive experience in Contract Management including contract planning and tendering/RFP/RFQ processes, statements of work, overall project plan, scope, risk, procurement, quality, schedule, cost, and safety management plans.
  • Responsible for holding and leading regularly scheduled supplier performance reviews to provide early identification of performance problems.
  • Experience working with Legal, Finance, Tax, Treasury and Trade Compliance organizations.
  • Responsible for managing Internal Controls to ensure activities and procedures achieve their objectives and contain uncertainty of outcome identified in the Risk Register.
  • Detective Controls “after the event” including supplier performance measurement and contract closeout reviews or Lessons Learned.
  • Preventive and Directive Controls including supplier qualification, supplier employees trained in best practices, certifications required for employees, quality assurance program, separation of duty
  • Corrective Controls designed to recover from loss or damage
  • Experience managing claims and disputes.
  • All outgoing correspondence should be logged and require response dates, tracked to ensure timely response by the supplier.
  • All incoming correspondence should be logged and tracked to ensure a timely response is received from internal participants and responded to the supplier.

Leadership, Teamwork, Communication & Ethics

  • Experience leading Capital Projects and Program Teams including developing a strong understanding of the program and how they tie to the Business Objectives.
  • Ability, interest and willingness to coach and train others in the areas of Strategic Sourcing and Contract Administration Best Practices.
  • Effective communication skills including the ability to communicate across the team, project, and organization.
  • Understands the importance and value of open communication and sharing of information. Possesses the ability to encourage and facilitate cooperation among the various people and activities associated with Capital Projects.
  • Responsible for developing a formal communication process between all parties
  • Ability to relate well with people who bring different perspectives to the strategic sourcing and contract administration process.
  • Ability to maintain the honesty and integrity of the acquisition process.
  • Adheres to the Corporate Values, Code of Conduct, and the Information Security Policy.
  • Experience Facilitating Project Team Workshops including Risk, Total Cost of Ownership & Cost Reduction

Technical Knowledge

  • Experience and technical understanding of complex industrial manufacturing equipment, equipment integration and automation, equipment fabrication, machining, and assembly.
  • Ability to understand and interpret a technical statement of work.
  • Understanding of different Statements of Work- 1. Design/Detail SOW’s (Build to Print) 2. Level of Effort, Time & Materials or Unit Rate 3. Performance Based and the ability to determine the most appropriate statement of work for the specific project.
  • Understanding of Supplier Cost Structures. Ability to conduct an analysis of supplier Direct Material, Direct Labor, Production Overhead, Sales, General & Administrative, Cost of Money and Profit and ability to interpret if those costs are accurate and fair.
  • Responsible for monitoring the timely receipt of all contract deliverables.
  • Experience developing Should Cost Estimates and Analysis for complex equipment and systems.
  • Experience with developing contract close out and transition plans.
  • Experience with warranty administration.

Certifications

  • CPSM or C.P.M. Certification a plus
  • PMP Certification a plus

The range for this position is $92,494.00 - $127,179.00 assuming full time status. Starting pay for the successful applicant is dependent on a variety of job-related factors, including but not limited to geographic location, market demands, experience, training, and education. The benefits available for this position are dependent on hours worked and may include medical, dental, vision, 401(k) plan, pension plan, life insurance coverage, disability benefits, and PTO.
