Our Optical Communications segment has recently evolved from being a manufacturer of optical fiber and cable, hardware and equipment to being a comprehensive provider of industry-leading optical solutions across the broader communications industry. This segment is classified into two main product groupings – carrier network and enterprise network. The carrier network product group consists primarily of products and solutions for optical-based communications infrastructure for services such as video, data and voice communications. The enterprise network product group consists primarily of optical-based communication networks sold to businesses, governments and individuals for their own use.


This position leads the development and management key Division Engineering portfolios, including the Engineering Project, Cost Reduction, and Capital Spending Portfolio. Supervise the analysts as assigned who maintain these portfolios to ensure meaningful and accurate reporting and analysis. Additionally, provide development oversight for Engineering Cost Modeling analysis. Conduct ad hoc analysis and reporting for OCS division leadership based on the information contained in these portfolio management information systems. Work with PLM, Technology, Division Engineering and Manufacturing Engineering to evaluate project value propositions and cost reduction valuations. Communicate an understanding of resourcing requirements, gap analysis, project priorities. Defines and administers the monthly reporting processes, including organizing project and cost reduction reviews, DE scorecard updates, and capital and project expense reporting.


Day to Day Responsibilities:

  • Provide oversight and continuous improvement guidance for the analysts assigned to maintain the Division Engineering portfolios and cost models. Provide day to day leadership and supervision for the assigned analysts.
  • Collaborate with Division Engineering, Regional Manufacturing and Plant Engineering to identify top capacity and cost reduction opportunities that require cross-functional collaboration and inclusion in Division Engineering resourcing discussions.
  • Collaborate with PLM, Technology and Division Engineering leadership to understand resourcing needs for GPL and FAST projects. Communicate resource gaps to the GPL portfolio management team to enable effective prioritization decisions.
  • Identifies collective skill set and resource gap requirements and communicates those to the Division Engineering staff.
  • Provide monthly updates to Division Engineering leadership on Neptune project portfolio performance. Facilitate periodic project reviews for key projects on the Division Engineering cost reduction project list.
  • Evaluate business case fundamentals for projects on the Division Engineering project portfolio. Work with project leads and feasibility experts to ensure accurate financial analysis is in place to enable effective priority and resource decision making.
  • Lead efforts to develop and implement enabling portfolio management systems for Division Engineering, such as standardized labor and spend tracking and forward-looking estimation systems.
  • May at times be asked to act as a project manager. Develop project plans that include scope, objectives, charter, timeline and milestones, risk assessment, financial projections, performance measures, and communication and change management plans.
  • Facilitate ideation and brainstorming sessions to create projects for the Division Engineering project portfolio. Ensures adequate rigor is applied to financial analysis for potential projects that are added to the portfolio.
  • Communicate and document results.


Travel Requirements:

  • Depending on the employee’s location, travel will be required occasionally to Mexico, Hickory, Keller and Europe (primarily Strykow) for project brainstorming reviews and portfolio planning sessions.
  • Expect to travel 10-20% of the time.


Hours of work/work schedule/flex-time:

  • Standard work hours are M-F 8:00-5:00, however, overtime or shifted work hours is not uncommon and is indeed expected at times.


Required Education:

  • 4-year degree in a technical discipline


Required Years and Area of Experience:

  • 7+ years in engineering, project management or financial analysis.
  • Knowledge of OCS product lines preferred.

  • Proven track record of project accomplishments as a project lead
  • Proven ability to analyze and report project financials, including estimating time, cost and resources in early phases of potential projects
  • Ability to lead groups through brainstorming events
  • Track record of delivering results within cost and schedule with close and timely communications with the internal Customer
  • Proven ability to communicate effectively to leadership and across functional groups
  • Proficient in Project Management skills and methodologies inclusive of Scope Development, Scheduling, Cost & Budget Management, Quality Management, and Risk Management
  • Demonstrated ability to operate within matrix organization. Utilizes influence versus control; can manage in the “gray” areas
  • Sound problem solving and decision-making processes and skills. Proficient in quality tools including Kepner - Tregoe, Performance Excellence, Project Management tools, etc.
  • Computer/Information Technology Skills – Desired: Basics - MS Word, Excel, Outlook, PowerPoint; knowledge of MS Project or other Project scheduling tools
  • Results oriented with a high commitment level
  • Effective written and verbal communication skills across all levels of the organization. Must be an effective communicator, able to deliver message through presentations, written, and verbal messages
  • Conflict management – seeks win – win solutions. Calms down and resolves problems versus escalating
