Trade Compliance Analyst

 

Purpose of Position

This position is expected to ensure regulatory compliance and mitigate risk focused on, but not limited to, export and free trade agreement activity for Corning businesses. Position will require a significant focus on both HTS (Harmonized Tariff System) and ECCN (Export Commodity Control Number) classification assignment to equipment and materials transferring to/from Corning locations globally, as well as other projects as required.

 

Responsibilities

• HTS (Harmonized Tariff System) and ECCN (Export Commodity Control Number) classification assignment to equipment and materials. Engagement with business teams to enable a physical and functional understanding of equipment/materials in order to assign accurate and compliant classifications.

• Actively liaise with the business to enable ownership of process for capturing and accurate reporting of any controlled or licensable equipment/materials.

• Actively support and take ownership of FTA (Free Trade Agreement) processes – solicitation, supplier certificate review, qualification, and customer certificate preparation in a manual environment.

• Take ownership of tasks/projects assigned, leverage best-practices and bring solutions from a trade compliance perspective to enable achievement of business objectives while maintaining compliance.

• Engagement, as required, with business teams to understand business customers, processes and systems utilized.

• Provide accurate trade compliance consultation to internal customers where necessary to ensure regulatory compliance.

• Work within cross-functional teams to effectively leverage available resources and enable accomplishment of objectives.

• Maintain metrics related to assigned tasks for visibility of trade compliance value provided.

• Engage Americas trade compliance manager and various subject matter experts within trade compliance team where necessary for visibility and support.

• Design and document processes where required to establish and sustain above objectives.

 

Qualification Requirements

• U.S. Customs Broker license preferred.

  • NCBFAA (National Customs Brokers & Forwarders Association of America) certifications, a plus

• Five years active experience executing regulatory/trade compliance activities and initiatives.

• Solid demonstrated knowledge of HTS (Harmonized Tariff System) and ECCN (Export Commodity Control Number) classification assignment. 

• Knowledge of export control licensing and/or exceptions and ability to take ownership of process and liaise with the business to ensure executed accurately and without exception.

• Solid demonstrated knowledge of FTA (Free Trade Agreement) qualification regulations and requirements.

• Demonstrated ability to manage and analyze data while maintaining a solid audit trail to support and effectively present results.

• Ability to work with limited supervision while recognizing when to engage management and available resources when necessary.

• Excellent verbal and written communication skills, including preparation of presentations.

• Strong knowledge of systems including MS Excel, Word, PowerPoint, and Outlook, SAP-GTS, CBP ACE reporting system.

• Ability to work within cross-functional teams both locally and internationally potentially including various levels of management, as well as external suppliers and customers.

• Understanding of incoterms and relationship of trade compliance and logistics preferred.
