The Global Supply Management (GSM) Function is recognized as a critical function for business success.  It delivers the training, tools and opportunities needed to create innovative solutions for the function & the corporation.  GSM has leading edge, effective processes to anticipate and exceed customer requirements.

Role Purpose:

Leads the Regional Trade Compliance organization by deploying global trade compliance strategies within the region to ensure that Corning Inc is compliant with US Customs import and export regulations. Champions trade compliance initiatives in the region to maximize savings opportunities by optimizing the opportunities available such as duty drawback, applying foreign trade agreements where applicable.

Key Responsibilities:

  • Interfaces across functional, business and regional leadership to act as an integral part of the business teams to ensure the global trade compliance initiatives and strategies are aligned and integrated with business strategies.
  • Develops regional trade compliance strategy, policy and procedures incorporating knowledge of industry, costs, capabilities, and market conditions and at the same time, ensuring alignment with other strategies such as the business supply chains and commercial strategies, Global Supply Management (GSM) functional strategy, regional GSM strategies, and the global trade compliance strategy.
  • Effectively recruit, provide training and mentoring staff in the region.
  • Act as an advisor and mentor to direct employees to meet schedules or resolve technical or operational issues.
  • Monitor regulatory changes, customs rulings and court decisions pertaining to those regulations in order to take appropriate action to benefit Corning’s interests
  • Develops and leads initiatives to implement better processes, systems and technology for Information & Data Management (GTS, FTA, CTMS) that enable the measurement of processes, KPI's, Customer Service Level and Supply Chain Logistics Costs (duties/taxes) .
  • Establish appropriate objectives, initiatives, and metrics to achieve results
  • Assures proper risk management strategies are in use to ensure compliance with import/export requirements in cost effective manner.
  • Determining most advantageous duty rate or special duty savings program to reduce total cost of product.
  • Provides direction to Corning personnel on regulatory matters pertaining to imports and exports of merchandise and equipment
  • Drives to streamline and optimization customs clearance process to reduce overall lead-times in cooperation with the businesses.
  • Delivers cost and performance levels that ensure global trade compliance budget objectives are met.
  • Establishes appropriate metrics to measure trade compliance excellence and achieve measurable results to meet business objectives.
  • Assures growth in talent and capability of the trade compliance staff throughout the region.
  • Training of business, and procurement personnel on compliance regulations
  • Ensures the development of effective relationships between the function, key internal and external customers and suppliers.
  • Manages regional resource needs and meet budgets.
  • Ensures that Corning is in compliance with trade compliance rules and regulations regionally in an optimal manner.
  • Leads initiatives to implement better processes, systems and technology for Global Trade Compliance that enable best practice Risk mitigation and provides visibility of export/import material flow and costs.
  • Manages and ensures successful performance of Corning's broker supplier base through use of tools and methods.
  • Champions and advocates for the Global Buying Policy. Ensures compliance

Experiences/Education Required:

  • Bachelor’s Degree.
  • US Customs License Customs Broker (Preferred)
  • Minimum 5 years of US Import supervisory experience
  • Knowledge in HTS Classification, Export Compliance and Foreign Trade Agreements
  • Regional work experience, working across the region.
  • Experience in leading organizations within various areas of trade compliance.
  • Experience in a business operations role.
  • Experience supervising others, with focus on regional staff.
  • Experience working in a matrix environment or on a cross functional team.
  • Experience in a staff consulting skill.

Desired:

  • MBA or advanced business courses.
  • Strong technical expertise in Global Trade Compliance.
  • Mexico and Canada Customs knowledge
  • Project Management
  • Certifications (e.g. C.P.M., CPSM, APICS, CES, CUSECO, etc).
  • Knowledge in Logistics contracting.
  • Proficient in English.
  • Understand the requirements of an integrated Supply Chain - including diverse logistics organizational structures
