Purpose of Position:

  • Human Resources:

Oversee the full scope of human resources of AFOP DG operation, maintain business partnership to support key business initiatives and drive deployment for HR functions

 

  • Administration & Others:

Responsible for all administration affairs, including but not limited to daily administration work, company bus administration, securities, IP management etc.

 

Key Responsibilities:

    • Oversee AFOP DG operation Human Resources in the area of AFOP organizational structure adjustment/development, talent training and development, performance management, employment and compensation, payroll and benefits administration and data maintenance, employee relations, policy/procedure development, and health and safety service programs
    • Manage AFOP DG operation Human Capital planning and implementation, recommend and maintain an organizational structure and staffing levels to accomplish plant goals and objectives, and administer HR and people related budget
    • Leverage HR strategies, operation models and best practices by ensuring Corning value, HR governance and key processes alignment
    • Support and implement Corporate Human Resource strategy and programs
    • Establish and implement short- and long-range departmental goals, objectives, policies, and operating procedures, exert influence in the development of overall objectives and long-range goals of the org
    • Advise and support the local management team and staff members on a full range of strategic and tactical Human Resources issues with HR solutions
    • Provide guidance to subordinates based on organizational goals and company policy to meet schedules or resolve technical or operational problems
    • Create strategic training and organizational development plan to meet personal, professional, and organizational needs of plant employees
    • Lead and involved in labor-management relations, formulate and administer the plant's labor relations policy, and develop and coordinate grievances and mediate workplace disputes
    • Design, develop, evaluate and recommend improvement of compensation & benefit strategy and programs, oversee C&B programs to ensure regulatory compliance and competitiveness
    • Evaluate procedures and technology solutions to improve human resources data management, analysis and reporting
    • Lead plant Admin team to provide office general administration
    • Responsible for plant canteen administration for shifts and company bus management
    • Responsible for plant securities, IP management and DARM etc.
    • Obey all company EHS rules (Include: Policy, Procedure, SOP and other requirements)
    • Perform other duties as assigned

 

EDUCATION & EXPERIENCE & SKILL

    • Bachelor degree or above on labor relations, management, or related majors
    • Above 5 years of HR professional experience in leadership position in a foreign (US preferred) invested manufacturing plant
    • Knowledge of labor environment, local labor related laws and regulations
    • Knowledge of Telecommunication business, products, and local manufacturing operation
    • Knowledge of computerized information systems used in human resources applications, especially C&B and motivation application
    • People and business oriented with experience in planning and execution with the ability to analyze and assess training and development needs
    • Matured people management skill with ability to motivate teams to produce quality materials within tight timeframes and simultaneously manage several improvement projects
    • Effective leadership skill, good professional written and verbal communication and interpersonal skills, and proficiency both in English and Chinese
    • Ability to negotiate agreements and alternative dispute resolution processes, formulate policy, develop and implementing procedures
    • PC skill with office software
