The Global Supply Management (GSM) Function is recognized as a critical function for business success.  It delivers the training, tools and opportunities needed to create innovative solutions for the function & the corporation.  GSM has leading edge, effective processes to anticipate and exceed customer requirements.

 

Role Purpose: This position will be responsible for the Strategic Sourcing of Capital Equipment, Parts, Services and Construction for the OFC Business. The Strategic Sourcing Manager will be responsible for managing a project portfolio which may include Expansion of Business (EOB), Maintenance of Business (MOB) and Development type projects.  Personal and Business Objectives include identifying and driving Capital Cost Reduction and Capital Project Performance efficiency through adoption of the Capricorn Capital Project Management Best Practices. This position reports to the Sr. Manager, OFC Procurement, Capital.

 

Key Responsibilities:

 

Project Procurement Management – Planning & Strategy Development:

  • Develop and execute Strategic Sourcing Plans for large capital-intensive projects. 
  • Apply a thorough understanding of the Total Cost of Ownership (TCO) model, including cost of acquisition, use/administration, maintenance, transaction processing, and disposal of a given item or service. 
  • Develop and use Work Breakdown Structures (WBS) by subdividing major project deliverables (from contract documents, scope of work, and historical contract data) into smaller, more manageable work packages. 
  • Ensure well-developed Statements of Work (SOW) to provide clarity and accountability. 
  • Understand and apply funding stage gate processes to ensure alignment with project objectives. 
  • Identify risks and develop comprehensive risk management plans to mitigate them. 

 

Bid & Tender Process

  • Develop Requests for Proposals (RFPs) and Requests for Quotations (RFQs) for capital equipment, services, and facilities. 
  • Lead pre-bid and post-award reviews and execute Decision Analysis to facilitate supplier selection and optimal procurement decisions. 

 

Contracts & Contract Administration

  • Demonstrate a strong understanding of Contract Language, Business Law, and the Uniform Commercial Code. 
  • Manage various contract types, including: 
  • Firm fixed price, lump sum, GMP, turnkey, cost-plus fixed fee, time & material, unit price, and shared savings contracts. 
  • Define and monitor performance schedules, ensuring sufficient detail to track critical milestones and assess project progress. 
  • Ensure scope is delivered as agreed and meets the required levels of performance and quality. 
  • Ensure both parties adhere to the conditions of the contract. 
  • Ensure relationships between parties remain open, constructive, and collaborative. 
  • Lead the full lifecycle of Contract Management, including contract planning, tendering (RFP/RFQ processes), statements of work, and overall project plans (scope, risk, procurement, quality, schedule, cost, and safety management). 

 

Requirements:

  • Bachelor’s degree in Engineering, Technology, Supply Chain, and or related field.
  • Minimum of 7 years’ experience within Capital Sourcing, Contract Administration and/or related field. 
  • Project Procurement Management, including planning and project development.

 

Desired Skills:

 

  • Certifications such as Certified Professional in Supply Management (CPSM), Project Management Professional (PMP) or Certified Supply Chain Professional (CSCP). 
  • Experience in capital-intensive industries (e.g., manufacturing, energy, construction). 
  • Proficiency with procurement tools like SAP Ariba, Oracle Procurement, or similar platforms. 
  • Strong analytical skills and experience with data visualization tools (e.g., Power BI, Tableau). 

 

Travel:

 

  • Up to 25% travel (Mainly domestic travel and occasional international travel)

The range for this position is $96,534.00 - $132,734.00 assuming full time status. Starting pay for the successful applicant is dependent on a variety of job-related factors, including but not limited to geographic location, market demands, experience, training, and education.
