Our Optical Communications segment has recently evolved from being a manufacturer of optical fiber and cable, hardware and equipment to being a comprehensive provider of industry-leading optical solutions across the broader communications industry.This segment is classified into two main product groupings – carrier network and enterprise network. The carrier network product group consists primarily of products and solutions for optical-based communications infrastructure for services such as video, data and voice communications. The enterprise network product group consists primarily of optical-based communication networks sold to businesses, governments and individuals for their own use.
Role Purpose
We are seeking a dynamic and experienced Regional Digital & IT Leader to oversee and manage our Digital & IT operations across the LATAM region. The ideal candidate will be responsible for driving the strategic direction of IT services, ensuring the alignment of technology initiatives with business goals, and leading a team of IT professionals to deliver high-quality support and solutions across D&IT service lines. The regional D&IT Regional leader – LATAM will be responsible to lead the Digital & IT team for the LATAM region and will be based out of Monterrey, Mexico.
This role will lead four areas:
- LATAM Competency Hub development – responsible for hiring, mentoring and management of resources in the Monterrey, MX and Reynosa, MX locations to support the talent and skill development as per the requirements of D&IT service lines.
- FinOps leadership – work with the TechOps FinOps leadership on the optimization of IT-related costs across the enterprise, ensuring maximum value realization from technology investments while maintaining a high level of governance and compliance. You will leverage your expertise in financial analysis, cost optimization, and process improvement to support our IT Financial Optimization initiatives. You will work closely with platform operations, engineering and implementation teams to ensure that IT costs are monitored, optimized, and aligned with business objectives.
- Business Alignment with Corning business divisions in the region – ensuring that D&IT is aligned with business priorities, ongoing initiatives and requirements, and foster a close relationship with business leaders in the region.
- D&IT initiatives – supporting the roll-out of global D&IT initiatives within plant IT staff supporting the regional manufacturing plants and sponsoring cross-plant initiatives and best practices sharing with other regional IT hub leaders.
Key Responsibilities
- Construct, cultivate, and maintain the IT organization in Mexico. Create and execute the regional IT strategy in tandem with the worldwide IT vision and business goals. Oversee and administer the regional IT team, offering guidance, mentorship, and performance evaluations.
- Collaboration with cross-functional teams to drive the regional strategy in LATAM to provide effective resource solutions.
- Drive operational excellence, support business transformation initiatives through technology enablement and champion IT security to protect Corning assets.
- Oversee the delivery of IT services and support to ensure high availability, reliability, and security of systems and infrastructure.
- Ensure compliance with corporate IT policies, standards, and regulatory requirements.
- Drive continuous process improvement initiatives to enhance IT service delivery, Financial Optimization, and implement changes as needed to optimize efficiency and effectiveness
- Collaborate and identify areas of process improvement within the Financial Optimization team, implementing changes as needed to optimize efficiency and effectiveness.
Experiences
- Bachelor's degree in information technology, Computer Science, or a related field. A master’s degree is preferred.
- 7+ years of overall experience in IT. Proven experience, with over 3 years in a senior IT leadership role, preferably within a multinational organization.
- Fluency (verbal and written) English and Spanish is required.
- Strong understanding of IT infrastructure, applications, and security best practices.
- Excellent leadership, communication, and interpersonal skills.
- Willingness to travel within Mexico and to Corning global locations up to 25%
- Ability to build and maintain strong relationships with stakeholders at all levels.
- Solid understanding of cost drivers including license consumption, infrastructure dependencies, architectural patterns, user roles, etc.
- Proven track record of delivering significant cost savings through process improvements and technology optimizations.
- Excellent analytical, problem-solving, communication, and project management skills.

Experiences Desired
- Prior experience of setting up a captive IT organization and service delivery models with direct leadership accountability, supporting global operations will be ideal.
- Ability to handle ambiguity, changing priorities and evolving requirements.
- Experience working with Vendor Management and Contracting teams.
- Good technical or executive stakeholder-level understanding of cloud computing (IaaS, PaaS, SaaS), enterprise platforms, collaboration suites., telephony, private cloud datacenters, public clouds.
