Our Optical Communications segment has recently evolved from being a manufacturer of optical fiber and cable, hardware and equipment to being a comprehensive provider of industry-leading optical solutions across the broader communications industry.This segment is classified into two main product groupings – carrier network and enterprise network. The carrier network product group consists primarily of products and solutions for optical-based communications infrastructure for services such as video, data and voice communications. The enterprise network product group consists primarily of optical-based communication networks sold to businesses, governments and individuals for their own use.
Role Purpose
Ensures the implementation of Corning’s 1HR strategy: Right Person – Right Place – Right Time. Working with all levels of the hierarchy and the Mexico HR team. Partner with all levels of the hierarchy on the business and HR locally, within country, North America wide and globally to support local management in creating and maintaining a positive work environment, including Corning’s Values and code of conduct, help achieve business goals while maintaining appropriate levels of HR service delivery, scaling the type and level of HR services provided to client groups in anticipation of the specific needs of the department’s business portfolio and in conjunction with business strategy, ensuring successful implementation and execution of global HR business processes, and supporting training, talent development and employer branding initiatives.
Key Responsibilities
- Manage and lead to help build a culture of belonging, ownership, and pride.
- Identify and prioritize location’s current and future talent requirements which have an effect on the operational objectives.
- Manage the team to achieve business and HR objectives.
- Partner with the HR team, Talent Acquisition team, and the hiring managers to identify and implement a compelling employee value proposition.
- Co-operate with managers to identify employee’s development gaps and implement targeted development plans that addresses these gaps in a timely manner.
- Maintain performance management and reward processes/practices to drive required levels of employee accountability for performance results and ensure retention of talents.
- Point of contact for all topics around employee relations
- Coach managers and supervisor in developing, implementing, and maintaining a positive work environment.
- Manage training and development activities including training needs analysis, training plan development and deployment, manage and maintain programs to support strong a strong talent pipeline.
- Other duties as required/assigned.
- Partners with Division HR Manager/Director to take actions required to address talent gaps, ensuring the division has the right people in the right place at the right time
- Partners with client group to identify and implement targeted client group and individual development plans that address targeted talent gaps in a timely manner
- Effectively deploys performance management and rewards processes/practices within client group to drive required levels of employee accountability for desired performance results and ensure retention of top performers
- Effectively deploys HR shared service delivery model in support of HR transformational goals and required levels of client support
- Collaborates closely with the Region HR Manager/Director and Division HR Manager/Directors to ensure standardization across regions and divisions and ensure that the type and level of services fully support achievement of division business objectives
Experiences/Education - Required
- Proven teamwork and leadership skills
- Higher education (bachelor’s degree)
- At least 5 years of HR experience, experience in an international company
- Fluent in English (verbal and written)
- Office presence – seeking 5 days in office as a typical schedule with flexibility as needed.

- At least 5-8 years of experience as HR Manager
- Master’s degree in related area and/or HR certifications
- First line supervision/experience
- Work experience supporting multiple business divisions
- Greenbelt certification
- Successful track record in the deployment of global HR business processes or programs
- Proficient in verbal and written English language skills
- Designing and implementing effective organization structures and work processes
- Talent development
- Good data analysis and management skills
- Demonstrated ability to think strategically.
