Our Optical Communications segment has recently evolved from being a manufacturer of optical fiber and cable, hardware and equipment to being a comprehensive provider of industry-leading optical solutions across the broader communications industry.This segment is classified into two main product groupings – carrier network and enterprise network. The carrier network product group consists primarily of products and solutions for optical-based communications infrastructure for services such as video, data and voice communications. The enterprise network product group consists primarily of optical-based communication networks sold to businesses, governments and individuals for their own use.

Role Purpose

This position is responsible for leading strategic EH&S initiatives, providing advanced technical expertise, and driving the development and maturity of the site's environmental, health, and safety management systems.

This position focuses on leading complex projects and influencing site-level strategy—not on performing routine compliance tasks.

This role ensures that advanced engineering principles, risk controls, and system improvements are integrated into plant operations.

Key Responsibilities

  • Technical Leadership & Project Management

    1. Lead complex engineering projects related to EH&S, including process safety, advanced hazard controls, automation, ergonomics, and environmental improvements.
    2. Design, implement, and validate engineering solutions to reduce critical risks.
    3. Conduct advanced risk analyses (e.g., JSI, complex HIRAs, ventilation calculations, exposure modeling, ergonomic assessments).
    4. Provide expert-level technical guidance to Engineering, Operations, and Maintenance teams.

     

    Environmental Engineering & Compliance Integration

    1. Lead environmental engineering projects such as emissions reductions, waste minimization, energy efficiency, and water optimization.
    2. Provide technical support for permitting changes, environmental modeling, and impact analyses.
    3. Ensure environmental requirements are embedded into process and equipment design (EHS by Design).

     

    Safety, Hygiene & Risk Control

    1. Lead programs for critical risk management (LOTO, working at heights, confined spaces, machinery safety, IH).
    2. Implement engineering-based controls for risk reduction and ensure sustainable integration into operations.
    3. Manage advanced industrial hygiene evaluations and drive the implementation of control strategies.
    4. Facilitate advanced safety training (not basic training), focusing on engineering controls and risk analysis.

     

    EH&S Management Systems (ISO 14001/ 45001 & Corporate Standards)

    1. Drive continuous improvement and site maturity of ISO 45001 and ISO 14001 management systems.
    2. Lead gap assessments, define improvement plans, and oversee execution.
    3. Develop tools, processes, and methodologies to strengthen the EH&S system.
    4. Analyze performance indicators and turn data into actionable insights for leadership.

     

    Organizational Leadership & Culture Development

    1. Serve as a technical leader influencing site-wide EH&S decision-making.
    2. Coach technical staff and contribute to talent development within the EH&S organization.
    3. Facilitate cross-functional coordination and engagement with Operations, Engineering, Quality, HR, and other support areas.

Experiences/Education - Required

 

  • Engineering degree (Industrial, Environmental, Mechanical, Chemical, or related).
  • Minimum 5–7 years of EH&S engineering experience, with proven technical leadership.
  • Prior experience leading multidisciplinary project teams.
  • Strong knowledge of Mexican EH&S regulations; OSHA knowledge preferred.
  • Solid experience in ISO 45001 and ISO 14001 implementation.
  • Advanced understanding of risk engineering and industrial hygiene.
  • Bilingual (Spanish & English).
  • Minimum of 5 years of experience as Safety or EHS Engineer.
  • Bilingual (English and Spanish)
