The global Human Resource (HR) Function provides an integrated talent management system that delivers a workforce that is Corning's competitive differentiator in the global marketplace.
HR provides service offerings that align solutions to business challenges by ensuring the programs are Effective, Efficient, Global, Scaleable, and Repeatable. Role Purpose
Encompasses human resource functions for COC Greater China Non-Manufacturing businesses (including but not limited to OFC Commercial, DCBU, PCS, OCS Technology and other teams), and is responsible for employment, compensation, benefits, employee relations, equal employment opportunity, organizational development, affirmative action, and health and safety programs. Also responsible for the company’s labor relations policy, including the negotiation, interpretation, and administration of collective bargaining agreements.
Key Responsibilities
• Support the HR manager in the development, communication, and implementation of COCC Non-Manufacturing organizational structure, HR-related policies, and procedures to ensure alignment with COCC commercial organization objectives.
• Support the HR manager in development and implementation of HR strategies and initiatives for the COCC Non-Manufacturing organization.
• Independently guide and supervise routine HR operations to ensure the effective and efficient delivery of HR initiatives and services, including human resources planning and budgeting, recruitment, talent development, compensation and benefits, performance management, employee communication, and HR-related projects.
• Support the development, communication, and implementation of COCC Commercial Core Driving Values, ensuring alignment with COCC organizational culture and values, and assist management with organizational development initiatives and change management.
• Assist the HR manager in establishing and implementing short-term and long-term HR goals, objectives, policies, and operating procedures to support the overall objectives and long-term goals of the COCC Non-Manufacturing organization.
• Adhere to and comply with HR policies, procedures, SOPs, and other requirements, and maintain smooth relationships within the 1HR operations teams.
• Represent the organization as a primary contact for COCC Beijing, Chengdu and Shanghai Liming offices, interacting with senior internal and external personnel on significant matters, often requiring coordination among operation teams.
Education & Experience:
• College degree in labor relations, management, or related majors
• In-depth knowledge of labor environment, local labor related laws and regulations
• In-depth knowledge of organization HR management policies, products, and local commercial organization operations
• Minimum 3~5 year experiences in employment management role in a complex organization
• Experience in foreign invested enterprises
Required Skill:
• Good communication and interpersonal skills
• Able to communicate ER issues, thoughtful people management
• Effective leadership skill
• Strong analytical skill and a matured approach to analyze a problem and propose solutions
• Strong influencing skills to use facts and data to persuade business leaders
• Fluent English and Mandarin
• PC skill with office software & AI tools
