The Global Supply Management (GSM) Function is recognized as a critical function for business success.  It delivers the training, tools and opportunities needed to create innovative solutions for the function & the corporation.  GSM has leading edge, effective processes to anticipate and exceed customer requirements.

Day to Day Responsibilities:

• Project Sourcing & Execution 项目采购与执行
  
  • Lead end-to-end sourcing execution for PCS and AMPS BU expansion projects, including RFQ preparation, supplier evaluation, commercial negotiation, and award recommendation.
  • Execute sourcing activities in line with GSM global sourcing strategies, policies, and governance, ensuring consistency and compliance.
  • Partner closely with PCS and AMPS engineering, project, and operations teams to translate technical and commercial requirements into effective sourcing and contracting solutions.
• Supply Assurance & Risk Management 供应保障与风险管理
  
  • Support supply assurance for PCS and AMPS BU expansion projects by ensuring availability and on-time delivery of equipment, materials, and services.
  • Identify and manage project-level supply risks related to capacity, lead time, quality, single-source exposure, and compliance.
  • Work with suppliers and internal stakeholders to implement mitigation actions, including alternate sourcing, schedule alignment, and expediting.
  • Monitor supplier delivery performance and proactively escalate risks impacting expansion project milestones.
• Supplier Management & Commercial Negotiation 供应商管理与商务谈判
  
  • Manage day-to-day supplier relationships for PCS and AMPS BU expansion projects, ensuring alignment on scope, delivery, quality, and commercial terms.
  • Conduct commercial negotiations to achieve competitive pricing, payment terms, and total cost of ownership (TCO) in line with GSM targets.
  • Support global, regional, and preferred supplier strategies by leveraging approved supplier panels where applicable.
• Contract & Commercial Management 合同与商务管理
  
  • Support contract development, review, and execution for expansion project sourcing activities in compliance with GSM policies.
  • Manage contract execution, including change orders, pricing adjustments, and commercial clarifications, ensuring cost and scope control.
  • Coordinate with legal, finance, and project teams to ensure smooth contract implementation and timely issue resolution.
• Cost Management & Savings Support 成本管理与降本支持
  
  • Execute cost control and cost reduction actions at project level, contributing to GSM and PCS and AMPS BU cost and productivity targets.
  • Support savings initiatives through competitive bidding, scope optimization, and commercial leverage.
  • Track and report project-level savings, cost impacts, and variances in line with GSM reporting requirements.
• Cash & Payment Terms Management 现金与付款条款管理
  
  • Manage payment terms, billing milestones, and invoicing schedules for PCS and AMPS BU expansion projects in alignment with GSM cash and working capital objectives.
  • Support improvements in cash flow and DPO while maintaining supply assurance and stable supplier relationships.
  • Coordinate closely with finance teams to ensure invoice accuracy, timely processing, and compliant supplier settlement.
• E-Sourcing & Competitive Bidding 电子化采购与竞标
  
  • Execute and support e-RFQ and e-Auction activities for PCS and AMPS BU expansion projects in accordance with GSM global standards.
  • Ensure transparency, fairness, and data integrity throughout the bidding and award process.
• Springboard & Global Strategy Support Springboard 与全球战略支持
  
  • Support Group Springboard initiatives by executing sourcing actions that enhance cost competitiveness, supply resilience, and operational efficiency within PCS and AMPS BU expansion.
  • Contribute to GSM global sourcing objectives through disciplined execution, compliance, and continuous improvement.
  • Provide timely and accurate sourcing updates, risk assessments, and issue escalation to PCS and AMPS project teams and management.
