Our Optical Communications segment has recently evolved from being a manufacturer of optical fiber and cable, hardware and equipment to being a comprehensive provider of industry-leading optical solutions across the broader communications industry.This segment is classified into two main product groupings – carrier network and enterprise network. The carrier network product group consists primarily of products and solutions for optical-based communications infrastructure for services such as video, data and voice communications. The enterprise network product group consists primarily of optical-based communication networks sold to businesses, governments and individuals for their own use.

Key Responsibilities
1.Program Strategy & End-to-End Ownership  
• Lead and manage medium-to-large scale supply chain transformation programs, such as global supplier consolidation, inventory optimization, lead-time reduction, logistics network redesign, S&OP process implementation, ERP/WMS system rollout, or new market supply chain setup. 
• Define program scope, roadmap, milestones, success metrics, and deliverables aligned with company business objectives. 
• Own full program lifecycle: initiation, planning, execution, monitoring, closure and post-implementation review. 
2.Cross-Functional Stakeholder Leadership 
• Collaborate closely with procurement, planning, production, logistics, quality, finance, sales, IT and regional business teams. 
• Align cross-regional and cross-department stakeholders, drive consensus, resolve conflicts, and ensure program execution on schedule. 
• Report program progress, risks, issues and outcomes to senior leadership regularly.  
3.Risk Management & Issue Resolution 
• Identify supply chain program risks including supplier risks, capacity constraints, logistics disruptions, inventory volatility, compliance and lead-time risks. 
• Develop mitigation plans, contingency strategies and escalation mechanisms. 
• Resolve critical roadblocks during program delivery to avoid delays or business impact. 
4.Performance Tracking, Cost & KPI Optimization 
• Establish program KPIs: on-time delivery improvement, inventory turnover increase, 
working capital reduction, logistics/procurement cost savings, supplier OTIF rate, fill rate improvement. 
• Monitor program budget, track cost-saving targets, and ensure program ROI. 
• Conduct data analysis and root-cause analysis to drive continuous supply chain 
process improvements. 
5.Supplier & Global Supply Chain Collaboration 
• Engage key strategic suppliers in joint improvement programs, capacity planning and risk sharing. 
• Support global supply chain standardization, process harmonization and best-practice rollout across regions. 
• Drive sustainability and compliance initiatives within supply chain programs where required. 
6.Process Standardization & Change Management 
• Design and roll out standardized supply chain SOPs, governance frameworks and project management tools. 
• Lead change management, training and adoption of new processes, systems or ways of working across teams. 

Education & Experience   
• Bachelor’s degree or above in Supply Chain Management, Industrial Engineering, Logistics, Operations Management or related fields; MBA preferred. 
• 5–8 years progressive supply chain experience with at least 3+ years program / project management experience in end-to-end supply chain covering APAC or other regions, countries. 
• Global enterprise and high-tech/manufacturing industry background preferred. 
• PMP / APICS CPIM / CSCP certification is a plus. 

Required Skills                                                 
• Deep understanding of end-to-end supply chain processes: demand planning, S&OP, procurement, manufacturing, inventory, warehousing, logistics, order management. 
• Strong program management skills: scope control, timeline management, stakeholder management, risk management and budget tracking. 
• Proficient in ERP systems (SAP/Oracle), MS office, experience with supply chain digital tools & analytics, Power BI/Tableau and advanced Excel for performance tracking. 
• Proven track record delivering large-scale cross-regional supply chain programs; deep understanding of APAC supply chain ecosystem, procurement, demand planning, inventory management, logistics, manufacturing and supplier management. 
• Strong program management capability: scope control, schedule management, risk management, budget control, cross-team coordination. 
• Working experience in multiple APAC countries or regional HQ role. Excellent cross-cultural communication and negotiation skills for global/regional collaboration. 
• Excellent English verbal & written communication (business fluent); able to work effectively in multi-cultural, multi-time-zone global environment. 
• Experience with global supply chain transformation, digitalization, AI demand forecasting. 

Desired Skills   
• PMP, CSCP, CLTD, Lean Six Sigma certification is a plus.
