Our Optical Communications segment has recently evolved from being a manufacturer of optical fiber and cable, hardware and equipment to being a comprehensive provider of industry-leading optical solutions across the broader communications industry.This segment is classified into two main product groupings – carrier network and enterprise network. The carrier network product group consists primarily of products and solutions for optical-based communications infrastructure for services such as video, data and voice communications. The enterprise network product group consists primarily of optical-based communication networks sold to businesses, governments and individuals for their own use.
Role Purpose
• Responsible for planning, coordinating, and overseeing multiple related program or initiatives to ensure they align with organizational goals and deliver intended outcomes.
• This role manages program scope, timelines, budgets, resources, risks, and stakeholder communication while ensuring successful execution across cross-functional teams.
• The Program Manager serves as a key point of coordination between leadership, project teams, and external partners to drive efficiency, accountability, and results
• The ideal candidate has strong project management experience, knowledge of facility construction and infrastructure systems, and the ability to lead cross-functional teams in a fast-paced environment
Key Responsibilities
• Lead the planning, implementation, and management of assigned programs from initiation through completion.
• Define program goals, objectives, deliverables, timelines, and success metrics.
• Develop and maintain program plans, schedules, and milestones.
• Ensure projects within the program are aligned with strategic priorities and business objectives.
• Monitor program performance and adjust as needed to achieve desired outcomes
• Coordinate multiple related projects and ensure effective integration across teams.
• Work with project managers, department leads, and stakeholders to track progress and dependencies.
• Facilitate cross-functional collaboration to resolve issues and maintain momentum.
• Assign responsibilities and follow up on deliverables to ensure timely completion.
• Support teams in managing priorities, resources, and operational challenges
• Develop and manage program budgets, forecasts, and resource plans.
• Monitor expenditures and ensure the program remains within approved budget.
• Identify resource needs and work with leadership to allocate personnel and tools effectively.
• Track financial and operational performance against program goals
• Serve as the primary point of contact for internal and external program stakeholders.
• Prepare and deliver regular program updates, reports, and presentations to leadership.
• Communicate risks, progress, issues, and decisions clearly and proactively.
• Build strong relationships with stakeholders to support program success and engagement
• Identify program risks, issues, and dependencies, and implement mitigation strategies.
• Ensure deliverables meet quality standards and organizational expectations.
• Monitor compliance with internal policies, contractual obligations, and applicable regulations.
• Maintain proper documentation, records, and reporting for program activities
Experiences/Education
• Bachelor’s degree in business administration, project management, public administration, engineering, or a related field preferred.
• Proven experience in program management, project management, or operations leadership.
• Strong understanding of program planning, budgeting, scheduling, and reporting.
• Experience managing cross-functional teams and multiple concurrent initiatives.
• Excellent organizational, leadership, and problem-solving skills.
• Strong verbal and written communication abilities.
• Ability to manage competing priorities in a fast-paced environment.
• Proficiency in Microsoft Office and project/program management tools

• Ability to work in fast-paced, growth-oriented environments with changing business priorities.

• Excellent communications, interpersonal and influencing skills. Building relationships and integration with existing team will be critical to program success.
• Ability to influence others to change thinking of, or gain acceptance of, others in sensitive situations.
