The position of the HR Specialist is to provide support to the HR Manager on all HR functions for the region.



Data Steward for True Blue (SAP Success Factors):

  • Data Steward and Data Correction Role for assigned countries in the region
  • Perform relevant transactions to support the milestones of an employee’s career in True Blue in a timely manner
  • Ensure data accuracy and generate required reports from True Blue


Recruiting & Onboarding Process:

  • Coordinate or assist in hiring activities not limited to posting job advertisement, screening of resumes, arranging for interviews, preparation of salary quote, coordinate signing of LAs with hiring managers/Country Manager/HRM etc.
  • Set up and coordinate the required HR, IT and admin set-up for the new hires e.g. Request access to relevant SharePoint, mailing list, IT accounts, update org charts etc.
  • Manage onboarding process for Southeast hires including planning of Site orientation schedule through the engagement of various functions e.g. IT, Finance, Business etc. and conducting related HR briefings. 
  • Liaise with the relevant parties including Mobility, Fragomen, Cartus and HR to manage the hiring or transfer of foreign employees when needed
  • Coordinate with hiring managers/HRMs to post Organization Announcements in relevant portals (COC intranet, Finance, CI Sharepoint) 


Training Administration:

  • Training coordinator role in conjunction with regional L&D administrator - assign online training, provide updates on training records/plan, assist with requests for reports generation etc.
  • Consolidate and execute the aligned total development needs/plan for employees by sourcing for the right course/training institute, register for the employees, applying for relevant subsidies (e.g. SkillsConnect) and collect training feedback from employees to evaluate the effectiveness of the training.


Payroll (Southeast Asia)

  • Create Employee Profile in Sage Easy Pay for new hires/resignees and manage transactional changes such as promotions/change of line managers/change of salary etc.
  • Provide payroll instructions to Payroll (includes ASR, SIP, PIP, Insurance deductions etc)
  • Payroll Processing
    • Process payroll for Singapore via Sage EasyPay system
    • Set up payee account in bank portal
    • CPF Submission via CPF website
    • Payroll accounting
    • Cartus reporting (monthly)
    • Annual IR8A preparation
    • Submit SDL Payments (twice a year)
    • Tax clearance (IR21) for foreign employees
    • Payroll Filing
  • Provide first level check on the accuracy payroll details for Southeast Asia 
  • Provide ad hoc reports for Finance (ie REx)
  • Processing MINDEF NS men make up claim Forms will come from HR.
  • Processing of Government Family Leave claim Forms will come from HR.


Benefits Administration (Southeast Asia):

  • Manage benefits administration e.g. Medical, dental, and other insurance claims.
  • Manage Employee's Leave Records via ePortal (Sage), including maintenance of ePortal system.
  • Handle Group Insurance Enrolment changes
  • Use of EPOL in MOM website for various transactions. (i.e. change of passport details, update of company statistics) and partner with Fragomen for checking and signing of documents for work pass related matters
  • Part of FUN team to organize staff communications and recreational activities including year-end event
  • Raise Payment requests for HR related spending
  • Ordering of gifts/flowers
  • Ordering of Mobile phones


Support on HR Processes and Policies and Procedures:

  • Attend to employees’ enquiries on HR processes, policies & procedures across the region or request for letter of employment certification or travel visa support letter etc.
  • Assist HR Manager in attending to ad-hoc requests for data and proposals including the regular government-related surveys from MOM and SNEF
  • Support HR Manager in HR cycle activities such as performance management, training needs analysis (data management) and compensation planning where appropriate.
  • Participate as representative for all corporate HR projects where appropriate.
  • Assist HR Manager in deployment of HR initiatives across the region.
  • Create and Maintain P-files (updates and filing)


HR Shared Drive Maintenance:

  • Draft updates for HR Manager on changes on HR processes, policies and procedures, Singapore Office Administration, events and announcements


HR Support (Australia)

  • Perform HR operation tasks to support HR activities/initiatives including deployment of Global HR program and related HR cycles (e.g. Performance Review, Climate Survey, Recruitment etc.)
  • Monthly HR reporting (i.e. Management Meeting, Flash reports for contingent labor)
  • Submit Payroll Instructions for processing (Monthly)
  • Generate reports for Long Service Awards
  • Formulate Training Plans (Admin tasks supported by AUS)
  • Data steward (with support from AUS Admin for selected transactions)


The job holder may be required to perform other duties not covered in this document in support of business objectives.



  • At least 5-8 years HR work related experience. 
  • Proficient in MS Office applications (Excel, Word, PowerPoint) and relevant experience in Sage EASY Pay, SAP Success Factors and HANA S4 would be preferred.
  • Good written and verbal skills in both English and preferably another Asian language e.g. Mandarin.



  • Good communication and engagement skills with all levels of employees.
  • Possess good self-initiative and able to work independently.
  • Good attention to details and organizing skills.
  • Resourceful and able to multi-task.



  • Degree holder. Certification in Human Resource Management will be an advantage.
