Title: Manager, Strategic Sourcing Contract Manufacturing HSDC
Location: Singapore
Key Responsibilities:
- Develops strategic outsourcing objectives based on future demand and taking into account economic market, raw material and currency trends that affect GSM and the business to enable revenue increases and significant cost reduction, leading efforts for external manufacturing supplier discovery, development, management with regional and global service providers as required by Corning’s business units.
- Implement & manage cross-functional teams to provide regional leadership and support to key division projects resulting from strategic reviews and opportunities identification phase. Strategic reviews are conducted on manufacturing requirements in the region, including high-level assessment of opportunities to utilize external manufacturing or asset lean product production in Corning’s value chains
- Leads, initiates and coordinates all projects related to competitive bids, benchmarking, quotations, negotiations and proposals with pertinent specifications, terms and conditions, owns the Supplier Relationship Management process for the contract manufacturers supplying to the various regions. Develops and reviews specifications, statements of work, performance terms and accept/reject criteria.
- Conducts negotiations with potential and/or current major suppliers to obtain maximum value.
- Leads the development and communication of global supply intelligence for assigned commodities.
- Monitors and owns Performance Scorecards such as KPI’s for quarterly business reviews and Service Level Agreements, managing and coaching team members.
- Develops, maintains, and executes Shared Objectives and Service Level Agreements.
- Champions and advocates for the Global Buying Policy. Ensures compliance.

- Garners necessary business resources in order to execute the GSM Strategy.
- Maps supply and distribution channels to identify potential sources of risk, develop probabilistic estimate of risk potential, and creates contingency plans to reduce or eliminate elements of risk in the event of a major supply chain disruption.
- Identifies and obtains resource needs based on opportunities and risks across the entire procured spend portfolio.
- Supplier Relationship Management
- Scouting alternative and new, competitive suppliers and lead new product implementations for CM
- Collects, analyzes and leverages all aspects of supplier data and GSM history, optimizing strategic sourcing and achieving significant cost savings, improved quality and or greater value add.
- Understands and manages the flow of material and information between tiered suppliers to Corning to optimize materials or services at the lowest possible cost.
- Works with key suppliers in developing joint planning and development of products and or processes, early in the process, aimed at reducing overall supply chain costs for both Corning and the supplier.
- Understands supplier strategies, key drivers, opportunities and threats and how Corning impacts or is impacted by each respective area.
Experiences/Education: Required
- Bachelor’s degree in Supply Chain or other related field
- 5-7 years’ experience–supply management, procurement, or related field
- Good technical understanding, manufacturing processes and product knowledge
Desired:
- Master’s degree in Supply Chain or other related field
- Experience across multiple businesses, divisions and/or technologies.
- Experience with global manufacturing and business through work or project experience.
- Experience working in a matrix environment or on a cross functional team.
- Language skills
- Speaks two or more languages (Chinese preferred)
