Role Purpose
In this role, you will support Corning Incorporated’s government affairs strategy for business priorities in Texas and Arizona, with a focus on strengthening relationships, advancing state and local policy objectives, and supporting growth opportunities tied to Corning’s manufacturing, technology, supply chain, and economic development priorities. This position reports to the Senior Director of US State Government Affairs. This role will work closely with the Senior Director of US State Government Affairs, business leaders, site leadership, and cross-functional partners to develop policy positions, monitor legislative and regulatory activity, prepare briefings and reports, and engage elected officials, agency leaders, staff, and external stakeholders to advance Corning’s objectives in these priority states.

Key Responsibilities
- Represent company interests in dealings with trade, industry, and professional organizations
- Conduct briefings and technical meetings for internal and external representatives
- Develop coalitions to support Corning Incorporated’s policy agenda as appropriate
- Build and maintain relationships with state and local economic development, workforce, energy, infrastructure, and regulatory stakeholders relevant to Corning’s business priorities in Texas and Arizona
- Develop, coordinate, and execute state and local legislative strategies in Texas and Arizona, and communicate and advocate for company positions and policies
- Represent the company's position on legislative and regulatory affairs to elected and career government officials
- Monitor and analyze state and local policy developments that may affect Corning operations, investments, supply chain, workforce, energy, infrastructure, permitting, or economic development opportunitiesDevelop political engagement strategies that support Corning business priorities in Texas and Arizona
- Maintain political relationships with key public officials and stakeholders on behalf of Corning Incorporated businesses and functions in Texas and Arizona
- Identify emerging political leaders and opportunities
- Austin, Texas or Phoenix, Arizona strongly preferred; proximity to key Corning operations, state capitals, or major business hubs preferred
- Approximately 50% travel within Texas and Arizona, and occasionally to Washington, DC, Corning, NY, or other company locations as business needs require
Experiences/Education - Required
- Bachelor’s Degree
- 10+ years of roles of increasing responsibility in corporate, government or non-profit government affairs
- Knowledge of Texas and / or Arizona state government, political culture, business environment, and key institutions
- Strong written and verbal communication skills.
- Strong presentation skills
Experiences/Education - Desired
- Experience working in Texas and Arizona state government, regulatory agencies, economic development organizations, or state legislatures; experience with state and local incentives, permitting, energy, workforce, or manufacturing-related policy issues preferred
- Experience in the corporate world with a focus on manufacturing
- Legislative issue advocacy
- Government funding expertise
- Familiarity with state and local incentive programs, site development, infrastructure funding, permitting processes, and public-private partnerships

The range for this position is $168,426.00 - $231,587.00 assuming full time status. Starting pay for the successful applicant is dependent on a variety of job-related factors, including but not limited to geographic location, market demands, experience, training, and education.
