EH&S Manager

Purpose of Position.

Encompasses processes and infrastructure for the supply of water, disposal of waste, control of pollution, and compliance with local, state, and federal regulatory agencies. Develops and facilitates implementation of environmental, safety and Hygiene strategies to minimize risk and to ensure environmental, safety and Hygiene compliance with applicable regulatory, certifications and corporate Environmental, Safety and Hygiene requirements.  

Environmental: •  Direct and guide the implementation of the environmental (ISO 14001 system) and execute responsibilities as defined in the facility Environmental Management System (EMS). Develops, administers, and implements environmental programs in accordance with governmental requirements. Monitors pollution prevention activities, compliance and auditing efforts. Conducts, studies, and prepares environmental impact reports for plant processes and permit changes. Reviews and analyzes environmental documents issued by various regulatory agencies. Determines impact on company operations and communicates data to appropriate engineering personnel for use in making engineering decisions. May communicate compliance strategies and requirements. Receives assignments in the form of objectives and establishes goals to meet objectives. Provides guidance to subordinates to achieve goals in accordance with established policies. Work is reviewed and measured based on meeting objectives and schedules. Establishes and recommends changes to policies which affect subordinate organization(s). Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules. Frequently interacts with subordinate supervisors, customers and/or functional peer group managers. May interact with senior management. Interactions normally involve matters between functional areas, other company divisions or units, or customers and the company.

Health and Safety: Provides expertise, advice, information, and tools relating to effective health and safety management. Sets up processes to conduct suitable and sufficient risk assessments to reduce risk and identify process improvements. Facilitates implementation and evaluation of a mature safety and health management system. Facilitate management evaluation of the year-specific safety and Hygiene plan and EMS objectives to ensure that they are effective and appropriate for workplace and business conditions.  Revise the plans and objectives in a timely manner to correct any deficiencies identified by the plan and objective evaluations. Provides safety training. Assignments are received in task and objective oriented terms. Provides direction to subordinates based on general policies and management guidance. Work is reviewed upon completion for adequacy in meeting objectives. Interprets and executes policies and procedures that typically affect subordinate organizational units. Recommends and facilitates modifications to operating policies. Accomplishes results through lower level subordinate supervisors or through experienced employees who exercise significant latitude and independence in their assignments. Provide consultation regarding safety and Hygiene education and training, support and guidance to facility personnel to maintain a work environment consistent with company policy and regulatory requirements. Evaluate and identify standards and controls for safety and Hygiene hazards regarding new projects or changes within operations. Participate, as a team member, in regulatory, corporate or facility safety and Hygiene inspections and investigations.

  • Ensures that projects are completed on schedule and within budget
  • Conducts briefings and participates in technical meetings for internal and external representatives concerning specific operations.
  • Develops proactive prevention systems for anticipating and responding to events and provides continued development on health and safety issues
  • Evaluates proposed regulations to determine financial, industrial, public and environmental impact. Interacts with federal, state, and local regulators to resolve compliance issues; establishes permit requirements and assists in Federal, state, and local regulatory audits
  • Provides leadership for the development and implementation of strategic objectives to manage and control occupational safety and health risks
  • Provides value added services and is accountable for achieving compliance to the Corning safety policy and for the implementation of the Corning safety strategy improvement initiatives. Analyzes processes and situations to create information and identify opportunities for positive change and improvement
  • Manages, through subordinate supervisors, the coordination of activities of a section or department with responsibility for results in terms of costs, methods, and employees. In some instances, this manager may be responsible for a functional area and may not have subordinate employees.
  • Respond to new environmental, safety and Hygiene information (i.e. government regulations, industry standards or corporate guidance) or a change in the workplace that indicates a new or increased hazard or environmental concern may be present.

 Minimum Knowledge and Skill Requirements.

Education.

  • Bachelor’s degree in technical field (e.g. Occupational Safety and Hygiene, Industrial Hygiene, Environmental Science, Chemical Engineering, or equivalent related experience).
  • Desired: M.S. or equivalent technical degree

Work Experience.

  • +7 years of experience in an S&E role at a manufacturing facility, Relevant Internship or working experience in a similar environment                   

Additional Skills.

  • Strong Knowledge of S&E regulations, Knowledge of ISO14001 certification process, Good verbal and written communication skills, Fully Bilingual proficiency, Strong computer skills
