Our Optical Communications segment has recently evolved from being a manufacturer of optical fiber and cable, hardware and equipment to being a comprehensive provider of industry-leading optical solutions across the broader communications industry.This segment is classified into two main product groupings – carrier network and enterprise network. The carrier network product group consists primarily of products and solutions for optical-based communications infrastructure for services such as video, data and voice communications. The enterprise network product group consists primarily of optical-based communication networks sold to businesses, governments and individuals for their own use.
Role Purpose
- Ensures COE has the right number and type of talent required to execute COE strategy and achieve desired business results
- Ensures COE programs / processes / policies support the attraction and retention of the number and type of talent required to execute corporate strategy
- Ensures COE programs / processes / policies establish and reinforce Corning Values and positive work environment, while complying with all legal and regulatory requirements
- Ensures COE key stakeholders fully understand the value, benefit, and use of COE programs / processes / policies
- Ensures standards and guidelines are understood and consistently applied
- Ensures COE programs / processes / policies meet or beat cost, quality, delivery, and business impact expectations
- Ensures the type and level of HR service provided to customers is scaleable in anticipation of the specific needs of the corporation’s business portfolio and in conjunction with the corporate strategy
- Ensures COE achieves or beats budgetary objectives in support of top quartile cost performance objectives while maintaining appropriate levels of HR service delivery
- Ensures COE programs / processes / policies effectively support the achievement of desired levels of employee engagement and productivity
Key Responsibilities
- Assists in developing and implementing change management strategies that ensure successful implementation and ongoing use of COE programs / processes / policies
- Designs and implements COE programs / processes / policies in compliance with current legal and regulatory policies and in direct or indirect support Corning Values and positive work environment objectives
- Identifies potential COE related legislative issues and develops recommended corporate position and response to these issues
- Conducts periodic reviews and evaluations of COE programs / processes / policies and external market practices to identify opportunities for continuous improvement to better meet corporate, business, function and employee needs
- Monitors and reports the performance and impact of COE programs / processes / policies, and provides recommendations for improvements to ensure achievement of targeted results
- Develops and maintains subject matter experts through independent research and participation in company / professional groups
- Standardizes COE programs / processes / policies, as appropriate, to reduce complexity of administration and associated costs
- Identifies trends and enabling technologies that will improve ability to meet strategic objectives
- Collaborates closely with BUHR partners, business leaders, and other COEs to ensure appropriate degrees of standardization of COE programs / processes / policies across the corporation and ensure the type and level of services provided fully support business objectives
- Builds COE reputation through value-added interactions with customers
- Resolves complex vendor relations issues in cooperation with Procurement and other appropriate functions
- Manages multiple vendor relationships ensuring that outside resources are used effectively and efficiently to maximize quality and delivery of outsourced services and minimize cost
- Recommends and implements cost reduction strategies within the COE that support the achievement of top quartile cost objective
- Manages and delivers COE projects to cost, quality, delivery, and business impact expectations
- Identifies and implements individual development plans within the COE and takes other actions as necessary to address targeted talent gaps in a timely manner, ensuring the COE has the right people in the right place at the right time
- Effectively deploys performance management and rewards processes / practices / policies within COE to drive required levels of employee accountability for desired performance results and ensure retention of top performers
- Educates customers about the business rationale for COE programs / processes / policies and, if necessary, when and how to properly use them
Experiences/Education - Required
- Bachelors degree in Human Resources, Business, Organization Development or Labor Relations
- At least 8 -12 years of HR experience (generalist/specialist combined)
- Master’s degree in related area and/or HR certifications
- Successful track record of performance in a COE Consultant role
- Work experience supporting multiple divisions / entities
- Successful track record in the design, development and deployment of global HR processes or programs
- Successful track record in partnering with external providers / vendor management
- Six Sigma experience / PE Greenbelt certification
- Strong communications skills, negotiation and strategic thinking
- Able to handle sensitive information in a confidential manner
- Proficient in verbal and written English language skills
