Our Optical Communications segment has recently evolved from being a manufacturer of optical fiber and cable, hardware and equipment to being a comprehensive provider of industry-leading optical solutions across the broader communications industry.This segment is classified into two main product groupings – carrier network and enterprise network. The carrier network product group consists primarily of products and solutions for optical-based communications infrastructure for services such as video, data and voice communications. The enterprise network product group consists primarily of optical-based communication networks sold to businesses, governments and individuals for their own use.
Role purpose:
Lead and deliver strategic recruiting initiatives across Mexico and Latin America, with a primary focus on Monterrey and Reynosa. As an integral part of the Global TA Center of Excellence (COE), this role manages both internal recruiting teams and external RPO partners, driving scalable, data-informed talent solutions for salaried and hourly hiring. The TA Manager leverages market intelligence, technical recruiting acumen, and strong stakeholder collaboration to build high-impact pipelines that support Corning’s long-term growth in the region.
Key Responsibilities:
- Lead recruiting and workforce planning for Monterrey, Reynosa, and LATAM sites, ensuring proactive, regionally attuned hiring for both salaried and hourly roles.
- Manage an internal team of recruiters and oversee the work of RPO providers, driving accountability for process, results, and candidate experience.
- Design and execute talent acquisition strategies that address immediate and future business needs through partnership with business leaders and the US TA COE.
- Cultivate actionable market intelligence—analyzing local labor trends in Mexico and LATAM—and translate insights into attraction and engagement strategies.
- Develop, track, and communicate critical recruiting metrics and dashboards to inform decisions and showcase recruiting effectiveness.
- Ensure compliance, process excellence, and continuous improvement across all recruiting programs, facilitating alignment across internal and external teams.
- Build effective relationships with leaders and HR partners to understand talent needs, resolve issues, and ensure transparent communication on status and progress.
- Develop and implement a multi‑year university engagement strategy across Mexico to strengthen early‑career talent pipelines and position Corning as an employer of choice.
- Champion diversity, inclusion, and high-touch candidate experiences in all recruiting activities.
Skills and Requirements:
- 8+ years’ experience in Talent Acquisition, managing salaried and hourly—preferably in a manufacturing environment
- 3+ years’ leadership experience managing recruiting teams.
- Strong analytical mindset; skilled in building, interpreting, and presenting recruiting metrics and benchmarks to drive decisions and performance.
- Exceptional organizational, program management, and problem-solving abilities; thrives in fast-paced, matrixed environments.
- Proven ability to build partnerships, communicate across cultures, and influence senior stakeholders with clear verbal and written communication.
- Fluency in English and Spanish, written and spoken.
- Bachelor’s degree, preferably in human resources, business, sciences, or related field; relevant/prior career experience considered.
- Technical proficiency in ATS platforms (e.g., SAP SuccessFactors), CRMs (Phenom People) and HR analytics tools; ability to learn new systems quickly.
- Passion for delivering inclusive, high-touch candidate experiences.
Location:
This position is based in Monterrey or Reynosa, and requires frequent engagement in Mexico and other LATAM sites. Occasional travel to recruiting events, business units, and partner meetings is expected.
